As core grassroots platforms embodying the "Specialization + Mechanism + Big Data" policing model, Law Enforcement and Case Handling Management Centers (LECHMCs) directly shape the generation efficiency of new public security combat effectiveness. This study adopts grounded theory, multi-case analysis and cross-national comparison as mixed qualitative approaches. Through three-stage coding of interview transcripts, field notes and institutional documents, 12 operational categories and the core construct of three-dimensional coordination are extracted, forming an interpretive model for LECHMC operational efficiency. Global police reforms featuring centralized, intelligent custody management deliver critical references for domestic practice. Empirical investigation of three representative domestic centers reveals pervasive structural defects including weak cross-police synergy, fragmented data infrastructure and incomplete legal supporting systems. Most local LECHMCs are confined to the efficiency-focused 1.0 Era lacking multi-dimensional systematic coordination. This paper puts forward a four-dimensional optimization framework centered on three-dimensional institutional reconstruction, facilitating LECHMC transformation to the balanced 2.0 Era that integrates efficiency and procedural justice, and provides replicable governance strategies for public security authorities nationwide.
