Introduction

This paper takes the county of poverty alleviation - K-State WQ County as the field research point, starting from the definition of the three elements of the connotation of disease-caused (returned) poverty: poverty, health and disease, combined with the sustainable livelihood framework and vulnerability theory, through the occurrence and development process of disease-caused (returned) poverty in agro-pastoralists families in detail. Discrimination in due to illness (return) to a poverty of agro-pastoralists and their family livelihood strategies and change of livelihood capital is caused due to illness of the pastoral areas exist with the cause (return) poverty problems occur or influence its development results of individual and national habitat factors, in order to further promote the health security system in depth to provide some reference to the practice in the poor areas.
