At present, the imbalance and insufficiency in the development and price formation of the energy industry are highlighted. Under the background of a new era in which the growth of energy consumption has slowed down, the pace of structural optimization has accelerated, and the driving force for development has begun to change, the mode of energy development has begun to change from extensive development to quality and efficiency improvement. Focusing on improving the quality and efficiency of energy development, efforts should be made to optimize the energy system, make up for the shortcomings of development, cultivate new technologies, new industries, new forms and new models, improve the level of universal energy services, comprehensively promote the revolution of energy production and consumption, strive to build a clean, low-carbon, safe and efficient modern energy system, accelerate the upgrading and innovation drive of the energy industry, and promote the in-depth development of energy supply side reform.
