Territorial spatial planning (TSP) has emerged as a pivotal instrument for balancing development and ecological protection in China, integrating fragmented spatial governance systems through a "multi-plan unification" approach. This paper examines the institutional framework, technical methodologies, and implementation challenges of TSP, drawing on policy guidelines such as the Technical Regulations for Provincial Territorial Spatial Planning (GB/T 43214-2023) and case studies from provincial practices. It highlights the role of TSP in fostering regional coordination, dynamic governance, and sustainable development while proposing optimization strategies for future reforms.
