Driven by the "dual - circulation" strategy, this paper constructs a "technology - scene - facility" three - dimensional analysis model and selects 15 core indicators to conduct an in - depth comparative analysis of the development of the low - altitude economy in China and Kyrgyzstan. The results show that China has significant advantages in several indicators, such as eVTOL airworthiness certification coverage and low - altitude logistics timeliness. In contrast, Kyrgyzstan performs better in areas like agricultural drone unit returns. Based on these findings, the paper innovatively proposes a "Technical Adaptation Coefficient (TAC = 0.68)" to promote the localization of equipment and builds a "China - Kyrgyzstan Low - Altitude Economy Cooperation Index (CCECI)" assessment system, aiming to provide effective quantitative analysis tools for cross - border economic cooperation.
