The Law enforcement Case handling Management Center stands as a milestone initiative to push forward standardized public security law enforcement work. Now that these centers have been set up across the whole country, the core work focus has shifted from building basic facilities to making full use of existing operational systems. Digital tools such as big data and artificial intelligence are changing how these institutions operate, and their influence goes far beyond simply putting different functional spaces together. Drawing on real world practices from multiple local regions, this paper sorts out practical attempts in digital empowerment and explores feasible routes for institutional innovation. It also sorts out existing bottlenecks including poor practical adaptability of technical tools and persistent data isolation, and puts forward targeted suggestions to help these centers shift from merely stacking technical tools to carrying out thorough institutional reform.
